This project component consists of two major initiatives:

  • Development of the National Strategy on Elimination of Violence Against Women
  • Development of Guidelines and Protocols for the Operation of the Victim Crisis Centers

Guidelines and Protocols for the Operation of the Victim Crisis Centers

The services of the international experts were commissioned for the implementation of these activities. The team of experts paid several visits to Baku in order to provide the expert support to the State Committee for Family, Women and Children’s Affairs on formulation of the National Strategy as well as the guidelines and protocols for the operation of the Victim Crisis Centers. Both documents are to be prepared based on the meetings held with the representatives of project stakeholders (ministries of health, education, youth, justice, labour and social affairs, interior, representatives of leading NGOs, international organizations, academics and MPs from relevant commissions) as well as the information collected during the site visits.

The National Strategy document is to represent a detailed account of the problem of violence against women in the world as well as in Azerbaijan including the comprehensive information on the definitions and key concepts, forms of violence, basic causes as well as the related costs of violence. The document is planned to present the strategic framework that identifies international developments in this respect, key priorities including the legislation and service provision, improvement of multi-agency cooperation, necessity of comprehensive training and education in the field of VAW, etc. The document will also contain the reference to the best international practices in the field of combating VAW in various countries.

The Guidelines will provide the detailed description of the services that should be provided for the women victims of violence and their children. In addition, the document will describe the services to be provided in a shelter and via the hotlines as well as the guidelines for the operations of crisis centers.
